Zabyn Towner

Zabyn Towner is Northwest Requirements Utilities’ Chief Executive Officer. Towner brings to NRU nearly 20 years of experience working on energy law and policy. Towner’s experience includes serving as NRU’s General Counsel, attorney for the Energy Trust of Oregon, General Counsel for PNGC Power, and policy staff to a United States Senator.

Towner has a comprehensive understanding of key regional legal and policy issues, thoughtful leadership ability, and a tenacious yet collaborative approach to advocacy. Under his leadership, NRU focuses on its core mission but at the same time remains flexible and nimble as needed to meet members’ evolving needs over the long term.

Towner received a J.D. from Lewis and Clark Law School and a Bachelor of Arts from Whitman College.

Outside of the office, he runs ultramarathons, climbs mountains, and spends as much time as possible with his family.
